Officers in a competitive category must follow the promotion rules in section 619 unless this part changes them. Paragraphs (2)–(4) of section 619(a) do not apply. Two parts of section 619(c) also do not apply: the rule about officers above the promotion zone and paragraph 2(A). Section 645(1)(A)(i)(I) does not apply if it conflicts with the number of promotion chances set under section 649d. Not allowed to be promoted under this subchapter are officers listed in section 619(d); anyone outside the promotion zone; officers who have failed promotion the maximum times allowed under section 649d; and officers a selection board has recommended be removed from promotion consideration under section 649b(c).
