§649f Failure of Selection for Promotion

Summary

Most rules in sections 627–632 apply to promotions of officers in competitive categories, but two specific rules do not apply: the part of section 627 about officers already above the promotion zone, and the part of section 628(a)(1) about persons above the promotion zone. When counting promotion failures, an officer in these competitive categories is not treated as having "failed twice" under section 629(e)(2) until they have failed promotion to the next grade the maximum number of times allowed under section 649d. References in sections 631(a) and 632(a) to a second failure mean failing that maximum number of times under section 649d.
