Applies rules in sections 627–632 to promotions of officers in competitive categories, but with a few changes. The parts that talk about an officer "above the promotion zone" in section 627 and in section 628(a)(1) do not apply to these officers. When using these rules, an officer is not counted as having failed selection twice under section 629(e)(2) until the officer has failed the allowed number of promotion opportunities to the next grade under section 649d. Also, mentions in sections 631(a) and 632(a) of an officer who failed promotion twice instead mean an officer who has failed the maximum number of chances allowed under section 649d.
