Creates five civilian Assistant Secretaries of the Army. They are chosen by the President and confirmed by the Senate. They do the jobs the Secretary of the Army assigns. One Assistant Secretary oversees manpower and reserve affairs. One oversees Civil Works programs for national water resources like flood control, navigation, and shore protection. One is the Assistant Secretary for Financial Management and must come from people with significant budget, financial management, or audit experience in large organizations; this person runs the Army’s financial and comptroller work and advises the Secretary on money matters. One is in charge of acquisition, logistics, and technology and has a Principal Military Deputy who must be an active‑duty Army officer with acquisition and program management experience; that deputy is a critical acquisition position under section 1731 and may serve as Acting Assistant Secretary for up to one year if the post is vacant. The fifth oversees energy, installations, and environment.
