The Secretary must use commercial contracts and leases to manage facilities made available for the ARMS Initiative. The Secretary must decide whether to buy services from a property manager by looking at efficiency, cost, emergency mobilization needs, and the ARMS Initiative goals. Services can include maintenance, operations, changes to buildings, infrastructure work, environmental cleanup, and disposal of ammunition manufacturing assets. The Secretary may sign contracts and subcontracts for up to 25 years and may use the special procedures allowed by section 3204(a)(5) of Title 10 when the law names the contractor or subcontractor as a source. The Secretary may accept payment that is not rent or facility revenue. Acceptable payment can be things like improving or repairing the facility, lowering overhead or product costs, or demilitarizing and storing conventional ammunition. The Secretary may do this even if 31 U.S.C. 3302(b) or other laws would normally apply.
