The Secretary of the Army can give quartermaster supplies to any school where an Army officer teaches military science and tactics so the school can set up and run a military training camp for its students. The Secretary sets the rules for how and when the supplies are issued. The Secretary must require a bond equal to the value of the supplies. The bond promises the school will look after the supplies and return them when asked, except for items that are properly used up.
