Creates an Executive Director for the Army National Military Cemeteries. That person must meet job qualifications set by the Secretary of the Army and reports directly to the Secretary. The Executive Director runs the cemeteries and keeps full records of every gravesite and urn space. They oversee building, utility, repair, and land needs, plan and carry out private and public ceremonies like funerals and memorials, set and enforce rules for monuments, make and follow a master plan for Arlington that covers burial capacity, visitors, operations, maintenance, capital needs, and preservation, manage budgeting and spending, advise on requests to make exceptions to burial rules, and supervise the cemetery superintendents.
