When the Coast Guard operates as part of the Navy, the Secretary of the Navy has the same authority and responsibilities over the Coast Guard that the Secretary of Homeland Security normally has. While under the Navy, the Coast Guard must follow the Navy Secretary’s orders, and he may change Coast Guard operations to make them match Navy operations.
