The Coast Guard is part of the Department of Homeland Security unless it is placed under the Navy. If Congress says so in a declaration of war or the President orders it, the Coast Guard becomes part of the Navy and stays there until the President returns it by Executive order. While with the Navy, Navy funds can pay Coast Guard expenses and Coast Guard funds can be moved to the Navy. Officers of the same grade rank by the date on their commissions. Coast Guard members can receive the same medals and honors as Navy personnel. The Secretary may put Coast Guard officers on furlough; those officers get one half of the pay they would get on leave. Coast Guard Reserve officers cannot be furloughed.
