The Secretary of the Navy picks Deputy Chiefs of Naval Operations to work in the Office of the Chief of Naval Operations. They must be active-duty Navy officers above the rank of captain. The Secretary also sets how many Deputy Chiefs and Assistant Chiefs there are, but together they cannot exceed eight positions. Deputy Chiefs work under the Chief of Naval Operations and run their assigned divisions. When a Deputy Chief gives orders while doing those duties, those orders are treated as if they came from the Chief of Naval Operations.
