The Secretary of the Navy can let commissioned officers from foreign militaries study at the Naval Postgraduate School if the President agrees. Those officers must follow the same rules about attendance, behavior, dismissal, and academic standards as U.S. naval officers. Finishing the course does not give them the right to become an officer in the Navy or the Marine Corps.
