The Secretary of the Navy can make a deal with an accredited college so a student enrolled there can take courses at the Naval Postgraduate School without paying tuition. In return, the college must let an armed forces officer take courses there without tuition for the same length of time. To get in under the deal, the student must be a U.S. citizen or a lawful permanent resident, and the Secretary must find the student has shown ability in a field the Secretary says is related to naval warfare and national security.
