The President of the Naval War College can give degrees to students who meet the school’s requirements if the Secretary of the Navy sets the rules and the college faculty recommends the awards. Before a degree is given, the Secretary of Education must approve it under the federal policy for federal agencies that grant degrees, and the Naval War College must have civilian accreditation to award that degree as the Secretary of Education decides. When the Navy seeks to start or change degree-granting power, the Secretary of Defense must tell the Senate and House Armed Services Committees. He must send a copy of the college’s self-assessment when it goes to the Department of Education’s national advisory committee, and then send the Secretary of Education’s recommendations and reasons. If an accrediting agency refuses to accredit the college for any degree, the Secretary of Defense must explain that action to those committees.
