Only money given to the Department of Energy for its atomic energy defense activities program called defense nuclear nonproliferation can be used for low-enriched uranium work. Money from Navy shipbuilding accounts or from any other DOE atomic energy defense accounts (other than that defense nuclear nonproliferation program) cannot be used for those activities. That ban can only be changed by a new law that clearly says it replaces this rule and names it. Low-enriched uranium activities mean: planning or doing research and development of an advanced naval nuclear fuel system based on low-enriched uranium; and buying ships that would use low-enriched uranium in their naval reactors.
