The Secretary of the Navy must not keep certain naval ships deployed overseas for more than 10 years. After that time, the ship must be given a homeport in the United States. The rule covers six ship types, including aircraft carriers, amphibious ships, cruisers, destroyers, frigates, and littoral combat ships. The Secretary can allow a longer deployment only by sending written notice to the congressional defense committees that says there is a waiver, when the extended deployment will end, and the reasons why the extra time helps national defense or is in the public interest.
