The Secretary of the Navy may buy or give to private salvage companies ships and equipment the Secretary thinks are needed. Before any salvage ship or gear is transferred, the private party must sign a written agreement to use it to support organized offshore salvage facilities for however many years the Secretary decides. The Secretary may also provide money in advance to private salvage companies to pay for immediate salvage operations, under section 3808(b) of this title.
