Prime contractors on Navy programs paid from the Navy Shipbuilding and Conversion account or the Navy Other Procurement account must tell the program manager and the Navy technical authority within 15 calendar days if the prime contractor or any subcontractor has a stop-work order or any other manufacturing disruption that lasts 15 calendar days or more. The Secretary of the Navy must send the defense committees in Congress a report, within 15 calendar days after each fiscal quarter ends, listing all such notifications made during the quarter.
