Sets up a Space Acquisition Council inside the Office of the Secretary of the Air Force. The council has six members: the Under Secretary of the Air Force; the Assistant Secretary of the Air Force for Space Acquisition and Integration (chair); the Assistant Secretary of Defense for Space Policy; the Director of the National Reconnaissance Office; the Chief of Space Operations; and the Commander of U.S. Space Command. The council must oversee and coordinate how the armed forces buy and integrate space systems so they work together across the national security space enterprise. It must quickly review any decision by the Assistant Secretary for Space Acquisition and Integration about space system architecture and operating needs (under section 9016(b)(6)(B)(i)). The council either certifies or declines to certify that decision. Within 10 business days of its finding it must tell the congressional defense committees and explain why. The Assistant Secretary must wait 30 days after that notice before acting, unless the Secretary of Defense waives the wait for an urgent national security need and then notifies the congressional defense committees with a justification. The council must meet at least monthly and must send reports to the congressional defense committees within 30 days after each calendar quarter through the first quarter of 2025.
