Require the Secretary of the Air Force to give the Assistant Secretary for Financial Management the power to run and oversee all Air Force financial work and to make sure the Air Force’s financial systems meet the rules below. The Assistant Secretary must supervise preparation of budget estimates and carry out the comptroller duties in section 135(c) of this title, approve and oversee any project to create or improve financial systems, and approve and run asset management systems such as cash, credit, debt collection, and property and inventory accounting. Air Force financial systems must follow the accounting and reporting rules in section 3511 of title 31 and the internal control standards in section 3512 of title 31. The systems must give complete, reliable, consistent, and timely information; report cost data; link accounting and budgeting; and measure performance. The Assistant Secretary must keep a five-year improvement plan (updated every year) and send the Secretary an annual report about the prior year’s activities and the status of Air Force financial management.
