Creates the Chief of Space Operations, a Space Force general the President picks with Senate approval. The Chief serves at the President’s pleasure and is appointed for four years. In war or during a congressional national emergency, the Chief can be reappointed for up to four more years. The President must pick an officer with major joint-duty experience, including at least one full tour as a Space Force general in a joint assignment, but the President can waive that rule for national interest. While serving, the Chief holds the rank of general and keeps their permanent rank. The Chief works under the Secretary of the Air Force and runs the Office of the Chief of Space Operations. The Chief sends plans and advice to the Secretary and carries out plans the Secretary approves. The Chief supervises Space Force members as the Secretary decides and does other duties required by law or assigned by the President, the Secretary of Defense, or the Secretary of the Air Force. The Chief is a member of the Joint Chiefs of Staff and must keep the Secretary of the Air Force informed about Joint Chiefs advice and major operations. If the Chief is absent or the job is empty, the Vice Chief fills in. If the Vice Chief cannot, the next senior eligible Space Force officer on the Space Staff acts as Chief unless the President says otherwise.
