The Secretary of the Air Force may hire as many civilians as needed to work as professors, instructors, and lecturers at the Academy. The Secretary decides how much they are paid. Even if other federal pay or work-rule laws would normally apply, the Secretary can set their exact work hours and tours of duty and can decide whether they get extra pay or compensatory time for work beyond their regular schedule.
