The Secretary of the Air Force can decide that money from the Department of the Air Force for a certain Air Force Academy athletic or recreational extracurricular program will be treated as nonappropriated funds. That money can be spent under nonappropriated-fund rules and will remain available until it is used. The rule applies to Academy athletic or recreational extracurricular programs that are not morale, welfare, or recreation programs; get support from appropriated funds and from a nonappropriated fund instrumentality; and are not private organizations or run by one.
