People filing charges in a military commission must sign the charges and swear to them before a commissioned officer who can give oaths. The signer must be someone covered by chapter 47 of this title and must say they either know the facts or have good reason to believe them and that the facts are true to the best of their knowledge. After the charges are sworn, the accused must be told what the charges and details are as soon as possible.
