A foreign representative must file a petition in a U.S. court to ask the court to recognize a foreign proceeding. The petition must include either a certified copy of the foreign court’s order that started the case and named the representative, or a certificate from the foreign court confirming the case and appointment, or, if those are not available, other proof the court accepts. It must also include a statement listing all foreign proceedings known to the representative. The certified copy or certificate must be translated into English. The court can also require English translations of any other documents.
