Title 12 › Chapter 8— ADJUSTMENT AND CANCELLATION OF FARM LOANS › § 1150c
People who received, or were owed, self‑hauling payments for hay before September 24, 1980 do not have to repay any amount the Secretary of Agriculture finds to be above the maximum rate set in section 8 of the Farmer‑to‑Consumer Direct Marketing Act of 1976, as long as the Secretary finds they followed the program rules and were eligible. Any payments under this rule must come from disaster relief funds that were available or appropriated on September 24, 1980.
