Approvals the Farm Credit Administration gave before January 6, 1988 must stay valid after that date. If section 802 of the Agricultural Credit Act of 1987 turned an approval power into the authority to make regulations, the Administration can use that power only until it issues final regulations or until 1 year after January 6, 1988. After that 1-year period, it cannot enforce the changed provision against System institutions until final regulations are issued. Other approval authorities under section 2252(a)(5) are not affected.
