The Corporation must consult the Council and make rules to carry out this subchapter. The rules must cover creditors, counterparties, security-entitlement holders, and others in a covered financial company and its assets, resolve conflicts among receiverships, and, when possible, match insolvency laws including the Federal Deposit Insurance Act.
