The Comptroller General must study financial services rules within 180 days after this Act is passed and then once every year. The study must look at how rules affect the market — for example, safety of regulated firms, cost and access to credit, consumer savings, paperwork for consumers, personal and small business bankruptcy filings, and compliance costs, including whether agencies used good cost‑benefit analysis. It must also review efforts to avoid duplicate or conflicting rules, including the consultative process in subparagraphs (B) and (C) of section 5512(b)(2), information requests, and examinations, plus any other related matters the Comptroller General finds appropriate. Within 30 days after finishing each study, the Comptroller General must send Congress a report with all findings, conclusions, and any recommended laws or administrative actions.
