Retired regular officers can be called back to active duty and given work they can do, but only if they agree. No more than 2% of the number allowed on active duty in each rank of lieutenant commander, commander, and captain may be retired officers serving on active duty. That 2% limit does not apply when retired officers of those ranks are called back to serve on courts, boards, panels, surveys, or special projects for up to one year.
