The Commandant must create a policy to run a program that allows a Coast Guard officer, member, or employee to be assigned to a private entity to support the Coast Guard’s marine safety work, including to provide training. For Coast Guard employees, the policy must cover how long assignments last and how they end, reimbursements, and participants’ status, pay, benefits, and duties, consistent with sections 3702 through 3704 of title 5. Before approving any assignment, the Commandant must decide it is a good use of Coast Guard funds by weighing the Coast Guard’s best interests and the costs and benefits of other ways to meet the same goals.
