The Secretary can use Coast Guard funds to pay for primary and secondary schooling for children of Coast Guard members posted outside the U.S. mainland. The cost paid cannot be higher than what the Department of Defense would pay in the same area, and only when local schools cannot properly meet the children’s education needs. If the Secretary sets rules and decides nearby schools are not regularly reachable by public transportation, he can also pay to transport those children between the school and the Coast Guard facility.
