The Commandant may run a child care subsidy program that gives money to eligible child care or youth program providers and to Coast Guard members who use those services. The help can only be used if it is good for the Coast Guard and it adds to child care options without replacing Coast Guard child care. The Commandant must, when possible, make sure providers meet the same rules, policies, and standards that apply to Coast Guard child care. Providers can get help if they follow state or local licensing or health and safety rules. Eligible providers include family home daycares, family child care providers that work in federal programs, private not‑for‑profit centers, before‑ or after‑school programs in public schools, school‑age or youth programs run with federal funding or by non‑profits, or other types the Commandant approves. The Commandant may also help members who pay for in‑home care. The Commandant must make rules to support those families, set payment amounts at least equal to the main subsidy program, and require in‑home providers to have qualifications similar to Coast Guard centers or family home daycares. Payments should be sent directly to the member by monthly pay, direct deposit, or similar methods. Within 180 days after enactment, the Commandant must set a direct‑payment policy. With a member’s written consent, payments may keep going directly to a provider. Existing reimbursement agreements are not changed.
