The Coast Guard must have a Chief Acquisition Officer chosen by the Commandant. The person must be a Rear Admiral or a senior civilian in the Senior Executive Service (career reserved). The CAO serves at the Assistant Commandant level and focuses on acquisition management. The CAO and any flag officer in the Acquisition Directorate must have a Level III acquisition management certification, at least 10 years of experience in acquisition jobs, and at least 4 of those years in senior roles such as program executive officer, program or deputy or project manager of a Level 1 or Level 2 acquisition, or a similar high-responsibility acquisition position. The Commandant will publish a list of qualifying jobs. Level 1 and Level 2 acquisitions are defined in chapter 11 of this title. The CAO must watch how acquisition projects perform and advise the Commandant on business strategy. The CAO must promote full and open competition for prime and subcontract work. The CAO makes acquisition decisions together with the Coast Guard’s technical authorities. The CAO must use clear performance requirements when using performance-based contracts. The CAO leads Coast Guard acquisition policy, runs a career program to keep an able acquisition workforce, checks training and skill requirements, and makes hiring and development plans. The CAO must report progress to the Commandant and keep the Commandant informed about major programs, including cost growth, schedule delays, and requirements creep, and make sure the Commandant’s views on trade-offs are strongly considered.
