The Commandant must pick a Director of Congressional Affairs from Coast Guard officers who are in a grade above captain. That Director is separate from the Director of Governmental and Public Affairs, is the Commandant’s main advisor on matters involving Congress and laws, and can have other duties the Commandant assigns.
