The Secretary of the department that runs the Coast Guard can set up and run a Coast Guard Junior Reserve Officers’ Training Corps (JROTC) in public and private high schools. The rules in chapter 102 of Title 10 apply to these Coast Guard JROTC units the same way they apply to other services’ JROTC. When those rules mention a “military department” or certain “Secretaries,” they mean the department that runs the Coast Guard and its Secretary. By December 31, 2025, the Secretary must keep at least one Coast Guard JROTC program in every Coast Guard district at all times. Units created before the date this law was enacted do not have to follow chapter 102 rules unless the Secretary decides they should.
