Title 14 › SUBTITLE III — COAST GUARD RESERVE AND AUXILIARY › CHAPTER 37 — COAST GUARD RESERVE › SUBCHAPTER II — PERSONNEL › § 3742
The Secretary can make rules to use a "running mate" system to set promotion zones for Reserve officers in active status. Under that system, an officer enters the promotion zone when their running mate does, if they meet the eligibility rules, and is considered for promotion at about the same time as the running mate or as soon after as possible. If the running mate system is not used, an officer becomes eligible at the start of the promotion year when they have served the required time in grade: 2 years as lieutenant (junior grade), 3 years as lieutenant, 4 years as lieutenant commander, 4 years as commander, and 3 years as captain. The Secretary may also allow promotions from below the zone and decide how many, using the running mate system or other methods.
