The President can remove an officer’s name from a promotion selectee list for cause. If the Senate must approve an appointment and does not agree, the officer’s name is removed. A removed officer can be considered by the next promotion board. If promoted then, they keep the same rank date and seniority they would have had. If not picked or removed again, it counts as two failed promotions.
