Title 14 › SUBTITLE IV — COAST GUARD AUTHORIZATIONS AND REPORTS TO CONGRESS › CHAPTER 51 — REPORTS › § 5110
When the President sends to Congress the budget for fiscal year 2019 under section 1105 of title 31 — and every four years after — the Commandant must send an integrated major acquisition mission need statement to the House Transportation and Infrastructure Committee and the Senate Commerce, Science, and Transportation Committee. That statement must identify current and future gaps in Coast Guard capabilities using mission hour targets, explain how each major acquisition program would fix those gaps if funded at the levels in the most recent capital investment plan, and describe, by fiscal year, which missions the Coast Guard would not be able to carry out because of each gap. A major acquisition program is defined in section 5103, and the capital investment plan is the plan required under section 5102(a)(1).
