Require the Secretary to send Congress a full report with the President’s budget starting with the 2014 budget and every two years after. The report must cover every Level 1 and Level 2 acquisition program. The report must explain the Coast Guard’s mission needs and goals and any changes since the last report, and why those changes were made. It must show how many and what kinds of assets will be bought and why those meet the needs. It must list any mission‑hour shortfalls and how and when they will be fixed. The report must show schedule and cost changes for new and old assets, including any change to total program cost, and explain how changes still meet mission goals. It must describe how each new asset will be added into service, including shore facilities and staffing needs, and say how requested funds will be used, including specific purchases. The report must give remaining service life and life‑cycle costs for legacy assets, note any gaps, and explain how legacy costs are counted. It must compare new assets to legacy assets each year. The report must describe next year’s planned acquisition work and whether the acquisition workforce is large enough. It must list current and planned numbers of officers, members, and employees for each position named under section 1102(c), and point out understaffed positions and fixes. It must name any cutters that have an American Bureau of Shipping certificate but are not being kept “in class,” and explain why. Finally, the report must include a plan for the coming year and the next 20 fiscal years showing how many and what types of cutters and aircraft will be retired, what will be bought to replace them or fill gaps, and the estimated funding each year to buy, operate, and sustain them, to buy related command and surveillance systems, and to build or fix shore infrastructure. Level 1 and Level 2 are defined in section 1171.
