Get Coast Guard permission before placing or keeping any aid to navigation in waters under U.S. jurisdiction (including territories, possessions, Trust Territory of the Pacific Islands) or on high seas if under U.S. jurisdiction. Armed services excluded. Violators face a misdemeanor and up to $1,500 fine per offense; each day is a new offense.
