Anyone except the Commandant who decides appeals or waivers about marine safety, like inspections, crew rules, or environmental risks, must follow one of two paths. They must either be a trained marine‑safety specialist with the experience to judge the case, or have a senior staff member who meets those qualifications, actively advises them, and signs the decision in writing.
