The Commandant can help the Secretary of Health and Human Services provide medical emergency helicopter transport for civilians. The Commandant can set rules for that help, including requiring reimbursement. Help is only allowed where Coast Guard units are normally based, those units cannot be moved to other areas for this, the help must not interfere with Coast Guard duties, and it must not increase Coast Guard operating costs. A person the Coast Guard authorizes to give this service, and who is acting within their duties, and that person’s estate, are not legally responsible for property loss, injury, or death that may occur while providing the service.
