Title 15 › Chapter 25— FLAMMABLE FABRICS › § 1204
The Consumer Product Safety Commission must send a copy of any flammability rule it makes under the Flammable Fabrics Act to the Secretary of the Senate and the Clerk of the House. The rule will not take effect if Congress disapproves it in the time allowed: both the House and Senate can pass a disapproval resolution within 90 continuous session days after the rule is made, or one House can pass it within 60 continuous session days and send it to the other House, and the other House fails to disapprove it within 30 continuous session days after receiving it. If Congress does nothing or rejects a disapproval resolution, that does not count as approval of the rule and does not make the rule presumed valid. "Continuous session" ends only if Congress adjourns sine die. Days when either House is on a planned break longer than three days are not counted toward the 90/60/30 day totals.
