Title 15 › Chapter 49— FIRE PREVENTION AND CONTROL › § 2216
Congress may provide specific amounts of money to run the fire prevention and control programs in this chapter. These totals do not include claim payments under section 2210 unless the law says otherwise. For the year ending September 30, 1980, up to $25,210,000 may be provided, including $4,781,000 for programs from the Administrator’s report, $9,430,000 for the National Academy for Fire Prevention and Control, $307,000 for required pay and benefit adjustments, $500,000 for more rural firefighting help, $500,000 for the study under section 2222, and $110,000 for the study under section 2223. Up to $600,000 may be provided for extra FEMA administrative costs tied to Reorganization Plan No. 3 of 1978 for that same year. For the year ending September 30, 1981, up to $23,814,000 may be provided, which must include at least $1,100,000 for year one of a three-year demonstration in two high-fire-death States, at least $2,575,000 for rural fire prevention, and at least $4,255,000 for NIST Fire Research Center work (with at least $250,000 of that for pay and benefit adjustments). For the years ending September 30, 1982 and 1983, up to $20,815,000 and $23,312,800 may be provided, including research support at the NIST Fire Research Center and $654,000 (1982) and $732,480 (1983) for FEMA executive direction, plus whatever sums are needed for pay and benefit adjustments. For fiscal years ending September 30, 1984 and 1985, up to $15,720,000 and $20,983,000 may be provided, plus needed amounts for pay and benefit adjustments. For the years ending September 30, 1986 and 1987, up to $22,037,000 and $18,300,000 may be provided. For fiscal years 2005 through 2028, Congress may provide the following amounts to carry out the chapter (each year’s amount shows the portion for carrying out section 2207(f)): $63,000,000 for 2005 ($2,266,000 for 2207(f)); $64,850,000 for 2006 ($2,334,000); $66,796,000 for 2007 ($2,404,000); $68,800,000 for 2008 ($2,476,000); $70,000,000 for 2009 ($2,520,000); $72,100,000 for 2010 ($2,595,600); $74,263,000 for 2011 ($2,673,468); $76,490,890 for 2012–2016 and also for each year 2017 through 2023 (each year of those has $2,753,672 for 2207(f)); and $95,000,000 for each year 2024 through 2028 (each year with $3,420,000 for 2207(f)). Of those yearly amounts, no more than $4,150,000 may be used for National Emergency Training Center site administration in any fiscal year. In addition, separate amounts were authorized for 1995–1996: $500,000 for basic arson-prevention research in 1995; $2,000,000 in 1996 to expand arson investigator training; $4,000,000 for each of 1995 and 1996 to carry out section 2221 (not including salaries and expenses); and $250,000 for each of 1995 and 1996 for salaries and expenses to carry out section 2221.
