Summary

Create a working group to carry out the program's duties. The group must include program officials from the Environmental Protection Agency, the National Oceanic and Atmospheric Administration, the Department of Transportation, the Occupational Safety and Health Administration, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives (part of the Department of Justice), plus state and local emergency-response or regulatory officials and representatives of companies that make or process chemicals.

For the purpose of carrying out section 2223a of this title, the Administrator shall establish a working group which shall, at a minimum, consist of— (1)
(2)State and local operational officials with emergency response or relevant regulatory responsibilities; and
(3)representatives of companies engaged in the manufacture and processing of chemicals.
