Title 15 › Chapter 52— ELECTRIC AND HYBRID VEHICLE RESEARCH, DEVELOPMENT, AND DEMONSTRATION › § 2501
Create a federal program to research, develop, and test electric and hybrid vehicles so the nation can use less foreign oil and protect national security, foreign policy, and the economy. Most petroleum is used for transportation. Wide and faster use of electric and hybrid vehicles would cut that use. They are workable because many trips are short, some rural and farm work fits, vehicle and battery tech has improved, they use little energy when stopped, can be charged during off‑peak hours, and make little local pollution or noise. Congress wants to speed up research, show these vehicles work in cities and rural areas, remove barriers to their use, and encourage replacing many gasoline and diesel vehicles in routine short trips and light-duty jobs.
