The Secretary of the Treasury must block any chemical, mixture, or article containing chemicals from entering U.S. customs territory if it does not follow rules in this chapter or if it violates sections 2604, 2605, subchapter IV, or orders under 2604, 2606, or subchapter IV. If refused, the Treasury will tell the consignee (the receiver), hold the shipment, and store or dispose of it if not exported within 90 days. The Secretary may release it during an Administrator review if the consignee posts a bond for the full invoice value plus duty; failing to return it causes liquidated damages equal to that bond. The owner or consignee must pay storage and disposal costs, and unpaid charges can become a lien. The Secretary must issue rules to run this process after consulting the Administrator.
