Title 15 › Chapter 53— TOXIC SUBSTANCES CONTROL › Subchapter I— CONTROL OF TOXIC SUBSTANCES › § 2626
The Health and Human Services Secretary, after talking with the EPA Administrator and working through the Assistant Secretary for Health, may run projects, give grants, and sign contracts with public or private groups to develop and test low-cost, efficient ways to find and measure how chemicals and mixtures affect health and the environment. Those methods can be used to make the information needed under section 2603, and the EPA Administrator must consider them when setting testing rules under section 2603. Grants and contracts need an application that the Secretary approves and must follow the form and rules the Secretary sets. The Secretary can add conditions to those awards. Such contracts may be made without following 31 U.S.C. 3324(a) and (b) and 41 U.S.C. 6101.
