Provides the Administrator with $58,646,000 for fiscal year 1982 and $62,000,000 for fiscal year 1983 to carry out this chapter, except for activities under sections 2626 and 2627 and subsections (a) and (c) through (g) of section 2609. None of these funds may be used to build research laboratories.

There are authorized to be appropriated to the Administrator for purposes of carrying out this chapter (other than section 2626 and 2627 of this title and subsections (a) and (c) through (g) of section 2609 of this title) $58,646,000 for the fiscal year 1982 and $62,000,000 for the fiscal year 1983. No part of the funds appropriated under this section may be used to construct any research laboratories.
