Defines two key terms used in the chapter. "Standard reference data" is one or more reliable data types: measured numbers about physical, chemical, or biological properties of substances of known make; measured traits of physical objects; engineering or performance data about systems; and one or more digital data files used to calibrate, test, or to fill in or extend the other data. That data must be critically checked for reliability under section 290b. "Secretary" means the Secretary of Commerce.
