The President must start extra programs and policies, when needed, to help reach national economic goals like full employment, more production and real income, balanced and productive growth, attention to national priorities, a better trade balance through more exports, and reasonable price stability (see section 1022b(b)). When needed, the President should send recommendations to Congress and, if possible without delay, include those policies in the Economic Report.
